The necessity of operation by the third party

Even if the on-line monitoring system is installed, the normal use of the system is frustrated due to the weak environment-friendly awareness of some enterprises who are unwilling to operate the on-line system normally, poor-quality of the operators and harsh environment for on-line monitor.

The market-oriented operation will be one of the fundamental development trends of online monitoring system, and the market and scientific management of online monitoring systems requires the operation by the third party. The third party operation can make full use of service supplier’s technological advantages, relying on their professional team and necessary monitoring instruments and devices to ensure the normal operation of monitoring systems. They can provide correct data, and keep automatic monitoring systems working efficiently. The Bureau of Environmental Protection mainly evaluates the suppliers in consideration of their data collection, efficiency and accuracy.

Responsibilities of the Bureau of Environmental Protection, Enterprises and Service Supplier

1) Responsibilities of Service Supplier

A. Responsible for the operation, maintenance and management of all online monitoring equipments and data collection transmission facilities;

B. Develop annual operation service plan and budget as the requirements of online monitoring equipments;

C. Document and file regular and daily maintenance records and equipment operation; 

D. Store sufficient operation consumable items, equipment wearing parts and key spare parts to ensure supply at any time, according to the actual operation status of online monitoring equipments; 

E. Responsible for the daily and regular maintenance, fault clearing, regular change of all consumable items and wearing parts, and field sealing up for keeping and restarting for the seasonally out-of-service equipments;

F. Responsible for regular patrol supervision and remote diagnosis of all online monitoring equipments and regular report to municipal monitoring centers on patrol supervisions. 

G. Responsible for the truth and accuracy of the data transferred to monitoring centers by online monitoring equipments. If any question is found, report monitoring centers immediately.

2)Responsibilities of Enterprises(end-user units)

A. Provide the operation conditions for online monitoring equipments, and shall not deliberately damage online monitoring equipments and break down network communications;

B. After the installation and acceptance of online monitoring equipments, any material change(e.g.
dismantlement, idling, maintenance and replacement) shall be approved and registered by municipal environmental protection bureaus and directed by Service Supplier onsite;

C. Pay for the maintenance fee of online monitoring equipments according to the contract;

D. Provide all the conveniences for environmental protection supervising personnel
and Service Supplier and assist to deal with the factory entry processes for related persons;

E. Assist Service Supplier to implement daily and regular operation maintenance, and coordinate with original equipment supplier to provide technical support to Service Supplier.


3Responsibilities of the Bureau of Environmental Protection

A. Organize to establish the online monitoring systems on municipal controlled
pollution sources, and ensure the integration of the operation of turn-key online monitoring systems (e.g. equipments shall be contrastively tested and qualified to accept);

B. Examine and review the amount of operation maintenance fee of online monitoring systems on
pollution sources, apply for governmental operation maintenance funds allowance, and supervise Service Supplier to charge equipment operation fee according to contracts;

C. Appropriate operation maintenance funds allowance to Service Supplier on schedule; 

D. Accept and hear the objection claims for online monitoring data by enterprises, notify Service Supplier of related information such as the issues of online monitoring data, implement regular random inspection or onsite contractive test of online monitoring equipments and make inspection reports.

E. Supervise in the process of operation administratively, coordinate enterprises with Service Supplier, and assist original equipment suppliers to provide necessary technical support to Service Supplier, and submit the summary to put on files.
